Empowered for Change (E4C) is a one-year Pilot program (E4C) being implemented in Luwero district among two sub-counties namely Butuntumula and Luwero sub-county by PHAU, in Busia by CYRSRA and LVCT in Kenya. The project is aimed at to reducing HIV incidence among Adolescent Girls and Young Women (AGYW) and Gender Based Violence (GBV).
