Main Duties and Responsibilities:
The Monitoring, Evaluation, Accountability, and Learning (MEAL) Officer manages information and reporting processes and products to ensure professional, high-quality communication about PHAU’s programmatic activities and results.
The MEAL Officer will also play an important role in improving information management and data quality, and strengthening knowledge sharing and learning across the organization.
The MEAL Officer will support with the responsibility for full-cycle monitoring and evaluation of PHAU’s programs, developing appropriate methodologies and tools to design evaluations.
He/She will also work closely with the relevant technical specialists and Program Manager on project Design, Research, Monitoring, Evaluation and reporting.
The MEAL Officer will also take lead in managing PHAU’s grant portfolio and will be responsible to coordinating with the Program Manager and Technical specialists in their proposal and report development.
Specific duties of MEAL Officer:
Program Reporting, Information Management, Monitoring and Evaluation
- Ensure the alignment of M&E activities with program goals/targets and assist in the development and/or finalization of the different project work plans, keeping them updated in accordance with project activities and time-frames as relevant.
- Facilitate the design of “SMART” objectives, logic models, project log frame matrix, monitoring frameworks, and evaluation plans during annual work-planning process
- Conduct field visits for data validation and to monitor the quality and completeness of data sets; coordinate data collection at project sites to monitor program development and ensure timely compilation and reporting of data; capture and document lessons learned; and champion the scaling up best practices
- Develop the overall framework for PHAU’s M&E system in collaboration with donor and senior project staff, including: requirements, reporting, baseline and final evaluation surveys, mid-term project reviews, impact assessments,
- Develop and monitor project Management and Performance Monitoring Plans with relevant data collection systems to systematically document performance.
- Review the quality of existing data in the project subject areas, the methods of collecting it, and the degree to which it will provide good baseline statistics for impact evaluation.
- Aggregate and analyze data from across PHAU’s information platform to contribute to management decision-making and reporting
- Develop baseline data for each project component and for all project indicators.
- Generate quarterly indicator reports for tracking progress against key indicators as needed
- With collaborating partners, review their existing approaches and management information systems and agree on any required changes, support and resources.
- Develop a plan for project-related capacity-building on M&E and for any computer-based support that may be required such as DHIS2, Wanda
- Develop and implement M&E reporting guidelines and systems designed to inform the direction of the project, including data quality and data use strategies
- Train program staff on M&E guidelines, survey instruments, data collection tools, and other tools for M&E
- Supervise all staff involved in collecting and analyzing data and reporting results
- Organize and undertake training with collaborating partners on M&E as required.
- Support in the documenting of success stories, impact stories and key significant moments of change for various projects.
- Produce reports on M&E findings and prepare presentations based on M&E data as required.
- Contribute to and review program reports prior to submission to donors.
- Any other duties as may be assigned by the Team Leader.
Programme Design, Research, Accountability and Learning
- Develop, implement, and assess monitoring frameworks for all PHAU partnerships and projects, as well as for funding proposals.
- Ensure quality and timely submission of project quarterly reports; manage preparation of additional reports for PHAU and other donors as required
- Take lead in the development, design, and writing of proposals and concept notes for related programming information management and reporting
- Cultivate and strengthen relationships with local partner organization, donors, private sectors partners, national authorities, corporate world, embassies and any other local engagement opportunity
- Work with technical specialists and project Officers to develop high quality and innovative proposals
- Review and improve concepts to proposal level
- Initiate new proposals based on relevant identified local opportunities for proposals with the Corporate, Embassies, High Commissions and academia institutions
- Conduct resource mapping and develop strong and effective working relationships with Public and Private Partner (PPP) organizations, including understanding their interests and capabilities and come up with possible partner mapping for Corporate, Embassies/ High Commissions which should lead the campaign for local donor acquisition, cultivation, retention and increased visibility and image building.
- Support the organisation in identifying strategic partners to strengthen PHAU’s position in bidding for new awards
- The MEAL officer shall monitor and evaluate progress and impact of the projects and their contribution to the organisation objectives.
- A minimum of 3 (Three) years’ experience working in M&E for large health programs in Africa, preferably in Uganda
- Master’s Degree in Public Health, epidemiology, biostatistics research methods, or any behavioral science with relevance to SBC research, monitoring, and evaluation; and/or
- Bachelor’s degree in a relevant field with a minimum of three(3) years’ experience above
The following skills are a must-have (Key personal competencies):
- Experience with research, monitoring and evaluation of health programs demonstrating progressively increasing level of responsibility;
- Proven experience developing indicators to measure success in FP/RH;
- Qualitative and quantitative analytic skills coupled with proven ability in using visuals like graphs, charts, maps, and GIS;
- Demonstrated experience in successfully guiding and monitoring the use of data, analysis, evaluation and/or research findings to program actions;
- Demonstrated ability to guide quality assurance/continuous quality improvement in development;
- Excellent ability to articulate oral and written technical information clearly and effectively to both technical and non-technical audiences;
- Must have demonstrated leadership qualities, depth, and breadth of management expertise and experience;
- Required oral and written fluency in English; and excellent past performance references.
